MacGyver is an agent for the Phoenix Foundation- a super-secret government agency with no ties to Enron. The Phoenix Foundation doesn't have a mission statement or anything, but the executives seem to have their collective hands in cookie jars all over the world. The "Foundation," as it is lovingly called, seems to only send MacGyver out on missions- which means that the other agents must just sit around wishing they had what MacGyver has- Resourcefulness with a capital R.
The Phoenix Foundation sponsors various philanthropic causes, but seems most focused on a Manifest-Destiny kind of mantra; the Foundation is committed to spreading democracy, free will, and nonviolent solutions to social issues.
The Phoenix Foundation is way better than MI6, the CIA, NSA, or even NASA.
